Unless you're investing at least $5k or more, ETFs aren't very effective b/c you pay commission fees + expense fees as well. Rates are a secondary concern in my opinion. They change all the time, promo rates are nothing but useless teasers to lure in customers. I agree with brad. Don't worry too much about chasing the best rates. Instead, focus more time on choosing the best investments for your savings. You'll save time over stressing over a percentage point or two in the long run.
