Spoke with Capitol One today - they told me their secured card doesn't convert over to secured, no matter the time.

Citi secured card does. Don't know the minimum FICA score - they wouldn't divulge.
No bankruptcies in 2 yrs.

I generally recommend the Capital One secured credit card to my clients. I know it reports to all 3 bureaus, and my brothers gf has one that was recently converted to unsecured. I've heard with the Capital One Secured MasterCard, that bankruptcies are a no-go. Does your experience indicate otherwis...

You're saying if the monthly activity is reported, to the bureaus, then it has to be reported as an "unsecured card if that is what it is?

My debit card has a MasterCard logo, but I don't think it's coded as a cc.
