What you are describing is not a bad idea but it is a very saturated market. Most businesses that want websites already have them. And there are many ways to get a free website online if you want one. So, if you can offer a truly premium services that truly performs better than what business owners can get for free then you might make a little bit. But you will have very tough competition from companies with a great deal of experience.
