I suppose if you're sloppy, the risks go way up, but if you're even halfway intelligent, the risks are practically nil. The "disease" issue can be completely eliminated by simply sticking with the same partner. And birth-control options are vastly better now than they were 20 years ago. Double-up with a couple highly-reliable methods (say, condoms plus IUD or Depo-Provera) and the risk of pregnancy is virtually zero.

Don't overlook your local library.

Not only can you get books for free, many libraries offer movies and even video games for free or very cheap (usually $1-2) and you can keep them for a week (usually).

On top of that, there are often programs, seminars, and events that are usually free or at nominal cost (less than $5).

My husband and I use the library another way - since our kids are a bit older now, we let them go play on the computers in the kid section, and have a cup of coffee in the lobby for a cheap date night.

Another cheap date night - the local IKEA. They have a free, 1 hour drop off child care area and a cheap restaurant. For less than $10, we used to get a night out once a week. Only caveats are that the kids must be potty-trained and at least 3, and can't be more than 42" tall. They give you a buzzer (like at a restaurant) that will work anywhere in the store, so you could also just walk around or even sit in a fake living room and have a completely free date night.

and since ya'll are going there - masturbation is the cheapest activity of all. You don't even need to spend time getting someone else to join, and no chance of disease or pregnancy.

Factory tours can be fun and free depending on your interests and your local factories. For example, Taylor Guiters in San Diego gives free tours every week day. At the end they even have a room where you can try out various guiters. They don't even sell guiters there so the impulse buy factor is zero.
